SHSRC has a goal to improve health outcomes by facilitating governance reform, technical innovation, improved information sharing among all stake-holders at state, district and sub-district levels through capacity development and convergent community action. Its main role is to provide support in the process of health sector reforms.
SHSRC supports strengthening of community processes and comprehensive primary health care to ensure equitable access to essential health services. This mandate focuses on community engagement, health promotion, preventive care, and strengthening primary health care systems including sub-centres, PHCs, and CHCs to improve health outcomes.
This mandate area focuses on economic analysis and financial planning to support efficient allocation and utilization of health resources. SHSRC undertakes cost analysis, budget planning, financial monitoring, and economic evaluations to inform policy decisions and improve financial sustainability of public health programs.
The Public Health mandate supports disease prevention, surveillance, and health system strengthening to address population health needs. SHSRC provides technical assistance in program implementation, monitoring and evaluation, epidemiological analysis, and public health planning to improve health indicators across the state.
This mandate emphasizes evidence generation through research, studies, and systematic documentation of best practices. SHSRC supports operational research, data analysis, knowledge management, and dissemination of findings to strengthen evidence-based policy and program implementation.
The HR & Policy mandate focuses on strengthening human resources for health and supporting policy development. SHSRC provides technical inputs for workforce planning, capacity building, policy formulation, and implementation to ensure availability of skilled health personnel across the public health system.
SHSRC plays a pivotal role in Health Technology Assessment (HTA) to support evidence-based decision-making in healthcare. The mandate includes evaluating the clinical effectiveness, cost-effectiveness, and organizational impact of new health technologies to inform policy decisions and resource allocation. This involves systematic review of medical devices, diagnostic tools, treatment protocols, and digital health solutions to ensure optimal utilization of healthcare resources while maintaining quality standards.
Quality Assurance is a critical mandate area focused on ensuring the delivery of high-quality healthcare services across all levels of the public health system. SHSRC provides technical support in developing and implementing quality standards, conducting facility assessments, and establishing quality improvement mechanisms. This includes support for accreditation processes, development of standard operating procedures, monitoring of service delivery quality, and capacity building of healthcare providers to maintain and enhance the quality of care provided to citizens.
The State Innovation Hub serves as a center of excellence for identifying, validating, and scaling up innovative healthcare solutions within Maharashtra's public health system. The hub fosters a culture of innovation by supporting grassroots innovations, piloting new technologies, and facilitating knowledge management and dissemination. Key focus areas include digital health solutions, low-cost medical devices, process innovations in service delivery, and telemedicine applications. The hub works collaboratively with various stakeholders to promote evidence-based innovations that can improve health outcomes and system efficiency.
The Responsive Mandate enables SHSRC to address emerging and urgent requirements of the Public Health Department and National Health Mission that fall outside the core mandate areas. This flexible mandate allows SHSRC to respond quickly to new challenges, policy initiatives, and special projects as identified by the department. It ensures that SHSRC remains adaptive and relevant to the evolving needs of the health system, providing timely technical assistance, research support, and capacity building for priority areas as they emerge.
