State Innovation Hub
The State Innovation Hub at the State Health Systems Resource Centre (SHSRC), Maharashtra functions for identifying, validating, and scaling up innovative and good replicable practices within the public health system. The Hub aims to foster a culture of innovation across districts and programmes, with a focus on improving service delivery, efficiency, and health outcomes, particularly in priority areas such as maternal and child health.
The State Innovation Hub was established at SHSRC, Pune. The Hub provides a structured mechanism to capture field-level innovations, assess their effectiveness, and support their replication and scale-up across Maharashtra. Emphasis is placed on innovations that address programmatic gaps, improve implementation quality, and demonstrate measurable outcomes.
To operationalize the Innovation Hub, two committees have been constituted. 1) The Good Practices and Innovation Scrutiny & Advisory Committee (Technical Committee), chaired by the Executive Director, SHSRC, conducts technical review of submitted innovations and provides recommendations, including third-party assessments and scale-up plans. 2) The State Innovation Committee (Executive Committee), chaired by the Hon. Commissioner & Managing Director (NHM), provides strategic guidance, approvals, and directions for adoption and replication of innovations at the state level.
As part of the initial rollout, districts were invited to submit good practices and innovations in December 2024 using a standardized NHSRC-based format, followed by a virtual orientation meeting with district officials. Further follow-up was undertaken in subsequent months to track progress and ensure timely submissions.
Currently, the Vatsalya two-way interactive learning programme is being implemented as a State Innovation Hub initiative in Dharashiv district, following successful completion in Washim district.
Going forward, the State Innovation Hub plans to conduct circle-level and state-level GRIP workshops, hold regular virtual interactions with districts to identify and nurture innovations, convene advisory committee meetings, and facilitate submission of selected innovations to the National Healthcare Innovation Portal.
Health Technology Assessment (HTA)
The Health Technology Assessment (HTA) Wing is being established at SHSRC, Maharashtra to institutionalize a standardized, evidence-based, and transparent mechanism for the evaluation, adoption, and optimal utilization of healthcare technologies in Maharashtra.
The Wing will systematically review healthcare technology proposals received from district, circle, state, and national-level agencies and institutions, ensuring that technology adoption aligns with public health priorities and delivers maximum value to the health system. It will identify and prioritize HTA topics relevant to Maharashtra's specific health needs and coordinate with HTAIn Resource Hub, Resource Centres, and NHSRC for conducting HTA studies and ensuring policy alignment.
Additionally, the HTA Wing will assess the financial implications, cost-effectiveness, feasibility, scalability, replicability, and ecosystem readiness of proposed technologies, in collaboration with ICMR resource units, to support informed, sustainable, and evidence-driven decision-making in the State.
